What Supported Independent Living Means In Practice

Remove the jargon and SIL is straightforward: the NDIS funds trained support workers who are in your home, on a scheduled programme, to assist with the aspects of living you are not yet able to do on your own. Getting up and bathing. Cooking dinner without burning it, or anybody. Using medicine correctly at the correct time. Getting to work, TAFE and the mosque, church or temple on time. And importantly, learning to do more of these things on your own, because the idea of good SIL is not to need more but less.

What SIL isn't, is housing. The funding does not go to the building, it goes to the person. In the majority of south west homes, residents have their own tenancy arrangements and their own rents, so if they ever wanted to switch providers they could do that without losing their home. Separation helps to keep providers honest, and we believe that's what we are doing.

The standard model in this region is a house of two to four people living together on a shared roster (one worker through the day, with a one-to-one plan, and a sleepover or active night shift according to the needs of the residents). Some of our residents require constant 2:1 support for complex health and/or behaviour, while some require a worker only in the mornings and evenings. The roster is built around the people in the house, not the other way around.

When people discuss disability housing, the conversation tends to point to other parts of the city than South West Sydney, even though the fundamentals here are arguably the strongest in NSW for setting up a supported home. Health infrastructure

Liverpool Hospital is one of the largest hospitals in the state and a major trauma centre, and the redevelopment of Campbelltown Hospital has added capacity across the Macarthur region. For families with serious health concerns, or a child who has epilepsy, complex health needs or a regular specialist review, the risk calculation is different when you are twenty minutes from this level of care rather than an hour.

Genuinely new, genuinely affordable housing

Most of the new housing Sydney has is under construction in the south west growth corridor, Oran Park, Leppington, Edmondson Park, Austral, Gregory Hills. New builds allow for level entries, wide hallways and modern compliance from the ground up, as opposed to retrofitting older stock. Several of our newer SIL houses in this corridor were chosen precisely because they did not require a single modification.

Community that reflects the people

Fairfield is frequently identified as one of the most culturally diverse local government areas in Australia, and Bankstown and Cabramatta have decades of Arabic-speaking and Vietnamese community life. The line item “community participation” stops being a term and becomes an actual life when a person's support worker speaks their language, and the ingredients their mum would cook with are available in local shops.

Transport, and what's coming

The T8 and T2 rail lines, the M5 and M8 motorways and the new Western Sydney International Airport at Badgerys Creek are all on the same path: investment is going to this area. For younger participants particularly, it makes sense to set up where the jobs and services are going, not where they once were.

There is one level-headed word of caution about geography, which search engines tend to blur: South West Sydney is not South Sydney. NDIS SIL Vacancies In Sydney's South West: How They Really Work

People come to the site expecting something like a real-estate listing: photos, addresses, “apply now.” SIL vacancies don't work like that, and where they seem to, the people filling those rooms aren't being matched properly. Here's the real story.

A vacancy arises when there is a change in the residency, a house opens up, or a house reconfigures its roster. Typically, at any time, we have a few rooms open in the South West and a pipeline of houses opening up over the next few months, with a bias towards the growth corridor where houses are most available. We are NOT going to place you in the first available room. A vacancy is only useful if the house fits your support needs, your lifestyle and the other residents.

That's why our vacancy discussions begin with you and not the room: budgets, objectives, no-go areas (ground floor bedroom, all-female staff, halal cooking, quiet street). Then we shortlist. The right answer may not always be “move in to Minto tomorrow,” so we'll say so, even though it does cost us money week after week to have an empty room.

Who Pays For What In A SIL House

When someone is talking about money in disability services, the conversation is typically kept general until the service agreement is signed. We prefer to get the entire picture up front. Every SIL plan has two ledgers: the one the NDIS pays through your plan, and the one you cover as an ordinary cost of living, like any other NSW tenant. They never mix.

Most SIL residents don't have SDA and don't need it. SDA funds the building itself, but only for about 6% of participants. If you do have SDA funding, options near the Liverpool and Campbelltown health precincts are available to discuss.

THE PART THAT DECIDES EVERYTHING

Housemate Matching: Why We're Slow On Purpose

If you ask anyone who has worked in this sector for 10 years why SIL placements fail, very few will say funding, staffing or paperwork. They'll say housemates. A house that looks fine on paper can unravel because two people set each other off, or simply don't live at the same volume. So we see matching as the heart of the service, not an admin task.

We have a multi-step process. Firstly, a long discussion with you and your family about routines, sensory needs, communication style and what really irritates you, because “easy-going” on an intake form means 12 different things to 12 different people. Then a visit to the house at a normal time of day, not a staged visit. Then something shared with the current residents, a meal, a barbecue, a trip to Westfield Liverpool, whatever feels natural. If everyone is still up for it, a trial stay of a night or a weekend if appropriate. Only after all that do we get to service agreements.

Is this harder than saying “yes, the room's free, go in Friday”? It is. It's also why we have such a high success rate with south west placements, many residents still settled years later, and why our current tenants can be honest during meet and greets. They know we're not going to impose an ill-fitting house on their family either. The house is theirs, not mine. We just work there.

Getting SIL Into Your NDIS Plan

An NDIA Home and Living decision is required to receive funding for SIL. It is generally funded for adults with a permanent disability who need a significant amount of support with activities of daily living every day of the year, where less intensive supports would not be enough and family care is not sustainable long term. The typical route for south west families:

Name the goal in your plan

Be clear with your LAC or support coordinator that you want supported independent living. The more general the objective, the more general the funding. Decisions result from specific goals.

Build the evidence file

This is underpinned by an occupational therapist's functional capacity assessment and letters from treating doctors and/or behaviour support practitioners if relevant. A concrete description of a typical day, and what happens on the bad days, carries the most weight with NDIA delegates.

Request the Home and Living decision

Your coordinator completes the request and provides the evidence. Give it a few months and be proactive in the meantime: chase progress, and consider a Short or Medium Term Accommodation as a stepping stone if home life is deteriorating or you are coming out of hospital.

We conduct a formal review with you, your family and your coordinator after 90 days. Rosters are reworked, minor disagreements are resolved early, and if something is fundamental and not working, we say so before it hardens.

As our register grows, residents' circumstances evolve and new houses are completed on a weekly basis, particularly in Oran Park, Leppington and Edmondson Park. The support roster is funded in your NDIS plan, and you pay your normal living costs; these costs are like most of Sydney's, but gentler in this area. Most residents pay their rent or board, and part of their food and utilities, from the Disability Support Pension, usually in combination with Commonwealth Rent Assistance. No. SDA is specialist built accommodation, funded for a small minority of participants (about six percent of the scheme) who have very high physical support needs. SIL residents in South West Sydney overwhelmingly live in ordinary suburban dwellings, with no SDA funding involved. If you do have SDA funding, we can discuss purpose built funding options as well.

We'd be concerned if they weren't. Families visit when they want to, when the resident is happy for them to, and they get factual information when they call. The transition from being the carer to being the parent, sibling or child is a very real one, and we have hundreds of families who have walked through it. What we will not do is share with someone the resident doesn't want us to.

We know early because we're looking for it. That's the reason for the 90-day review, and because of it, problems get handled sooner, with roster changes, staff changes, and sometimes the right call being a different house. Nobody is trapped. Your funding goes with you, and helping you move well, even to another provider, is part of doing this job properly.

Yes. Our south west teams support participants with complex health needs (including PEG feeding and seizure management), psychosocial disability and behaviours which require registered behaviour support plans. High-intensity supports are delivered by staff trained and assessed for that specific support, and where a plan requires a nurse on site, that's arranged. Campbelltown Hospital and Liverpool Hospital are close by for anything we cannot manage.
